Rajahmundry. Visited the villages starting from Rajahmundry. EGDt. On the way, he visited Kadiyam, Kesavaram and Dwarapudi duly enquiring about lands and people, his car driver Mr.Khuddus assisted him in communication like translating from Hindi to Telugu and Vise versa.&lt;br /&gt;&lt;br /&gt;At Anaparti, he had talks with the then headman of the village Mr. D Rama Reddy who has enquired with Mr. Willis, that HOW MANY FAMILIES WILL GET LIVELY HOOD if a tobacco factory is set up. Mr. Willis promised that about 1000 families immediately and more in future. Mr. Willis was so impressed on Mr. Rama Reddys interest on village public and decided to set the factory in Anaparti.&lt;br /&gt;&lt;br /&gt;A Mango garden was selected by Mr. Willis and it was surveyed by Mr. R Rama Rao of ILTD. RJY. Mr. Rama reddy fixed the cost of the land @ Rs 500/- [five hundred] per acre i.e. about .10 ps per sq yard. The land around 34 Acres was handed over to the Co. on full payment, without any questions from both sides.&lt;br /&gt;&lt;br /&gt;The construction of the factory was completed in the year 1940 by Mr. Dowlathram, contractor, who was sent by Head Office, ILTD, CALCUTTA. Mr Murdock was the 1st factory manager, Mr. R.K.Banerjee was the factory Engineer, about 12 managers, 200 male workers, 300 female workers and 5 non-seasonal clerks were at the inception. All precautionary measures were taken for the buildings to conceal them from bombing as the factory was started during 2nd world war. Only tached [Palmyraleaf roof top] bungalows were built for the managers to live.&lt;br /&gt;&lt;br /&gt;The factory was inaugurated by Mr. D Rama Reddy .the headman of the village In the year 1940, the factory was completed and along with the Main office and Bungalow Nos.1, 2 and 3 the existing V godown [handling room] was known as pickery in those days. Tobacco seedlings were grown inside the Factory where the existing Main office is now situated and also near the existing Main Office.&lt;br /&gt;&lt;br /&gt;Tobacco was grown around Bhadrachellam, Rajahmundry and some places in central Delta also. Central excise rule was in force on tobacco as such none can move even a couple of tobacco leaves without complying with the excise rules. Every buying, handling or stocking point was called re-ware house which has to be registered with the area central excise inspectors and a number of documents were to be filled to move tobacco from one to the other, that too in a stipulated time and has to be reware housed with in allowed time. The mode of transport also has to be mentioned on the transport permit, if any change [brake down] on the way has to be permitted by that area excise inspector with in the valid time of the relative permit. Crossing all these hurdles/formalities tobacco used to come fromBhadrachellam,Venkatapuram, Cherla,Kunavaram, Kovvor / Nidadavole areas in W.G.Dt. Georgepet [Yanam] Annavaram, Muggalla, Thorredu and Inavalli area in central Delta. Most of it by boats to Dowlaishwaram warf intended to Rajahmundry and to Anaparti warf for Anaparti. This was transhiped into double bullock carts and moved to intended places.&lt;br /&gt;&lt;br /&gt;Daily about 70 to 80 Bullock carts of tobacco being received to Anaparti factory with 3 to 5 bales and subsequently increased to 7 bales on a cart. After handling in Rajahmundry the tobacco was moved by bullock carts to Anaparti for redrying and from WGDt. by boats, subsequently by lorries during summer crossing Godavari anicut and some times the lorries on punts as the vehicular traffic was restricted on the anicut during rains.&lt;br /&gt;In the year 1941 a bundling machine was installed which was one of the just its kind which was used to tie –up the strips into neat bundles to be re-dried.&lt;br /&gt;As there is no Govt. Electricity, the Co. worked for many years on own D C Generators.&lt;br /&gt;To redry tobacco,steem was produced by boilers using coal as fuel . In between the boilers were converted into furnace oil boilers and again back to coal boilers.&lt;br /&gt;Tobacco was transported in lorries from the year 1945 onwards when the transport contractor Sri K. Apparao, purchased his 1st lorry from the army. After that most of the Transportation was done on lorries.&lt;br /&gt;ILTD has taken its own Railway siding into the compound, most of the tobacco was being sent by wagons and export tobacco by containers, both by rail and lorry trailers to Madras port.&lt;br /&gt;&lt;br /&gt;An important event –&lt;br /&gt;&lt;br /&gt;During the year 1945 , one Mr D.Venkata Rao of Anaparti, [not an employee of the Co.] provoked the workers with a plea for wages increases resulting in the workers went on strike for few days. The then Dist Supdt of police Mr F.L.Underwood instructed Mr Sankaran Nair, ASP,Rajahmundry.to negotiate and bring normalcy in ILTD. Anaparti. Mr Sankaran Nair tried his best to avoid arrests but it became inevitable to arrest Mr D.Venkata Rao and sent him to jail at Rayavellore.&lt;br /&gt;&lt;br /&gt;Most of the re-dried tobacco packed in wooden Hoggs-heads @ 1000 pounds each were moved by bullock carts to Kakinada for shipment to abroad, subsequently to Vizag port also by lorries.&lt;br /&gt;Butting and tipping was started in the year 1964 / 65 [10 Million pounds was processed.] There used to be 2 central Govt. offices in the factory premises, one for Excise inspector and the other for Agmark officer.&lt;br /&gt;&lt;br /&gt;Cultural activities -&lt;br /&gt;&lt;br /&gt;The factory used to work for a period of five months from Feb to June on the FCV Grades during main season and 2nd season for a period of 30 working days during Sept/ Oct or during early Jan each year. The factory used to process around 10 million pounds Of tobacco in the entire year. In an year, the remaining period is slack season during this , there used to be drama competitions, games, sports, in between inter departmental , other depots, factories and outsiders also.&lt;br /&gt;The company has its own sports field of around 7 Acres land and a well built club&lt;br /&gt;with stage in it. The Cos players were sent to outside competitions and the outsiders were also invited for drama, sports and games.&lt;br /&gt;&lt;br /&gt;The officers those interested in animal shooting used to go into nearby forests duly obtaining shooting permits from the Govt. as the shooting was open those days.&lt;br /&gt;&lt;br /&gt;During the year 1981, Co has acquired around 7 acres of adjacent land and set up a kutcha complex and named as A G C. This was opened by Mr. C C Appayya on Dt. 8/2/1982.&lt;br /&gt;&lt;br /&gt;Due to the changes in tobacco environment and moving over to mechanical processing of tobacco, the GLT was started in 1981 as a result of which the female workers were moved to AGC and it was closed in 1986. During Peak season there were about 2500 employees, in all by the time of closure of AGC.
